<br />-4- <br />Fish and Wildlife Information -Rule 2.04.11 <br /> <br />1. On page 3-144 mention is made of mapping which was conducted during the <br />spring and summer of 1983. No map has been included in the permit <br />application. The map should be submitted. <br />2. The applicant should address what impacts to large mobile mammals, <br />mainly mule deer, may be expected from new haul road construction and use, and <br />increased traffic on the existing county road providing access to the mine <br />site. A characterization of mule deer movement patterns in and around the <br />proposed surface facility areas would be helpful in qualifying this potential <br />impact. In addition, appropriate mitigation measures (e.9. speed limits) <br />should be proposed. <br />3. The proposed seed mix, Table 4.3-1, does not contain any shrubs, <br />contrary to what is stated on page 4-82. The seed mix should be revised to <br />include shrubs and additional fortis. <br />Operations Plan -Rules 2.05.2 and 2.05.3 <br />1. The applicant should submit a narrative and map describing the <br />anticipated sequence of mining and reclamation in 5 year permit term <br />increments, including any changes in surface facilities, in accordance with <br />Rule 2.05.2(2). This map may also be used to answer question 4 in the section <br />entitled "Maps and Plans -Rule 2.10" of this document. <br />2. The longitudinal cross-section, Figure 4.2-6, should be referenced to a <br />location on abase map. <br />3. The anticipated annual and total production of coal in tons should be <br />indicated. <br />4. Utility corridors for electrical transmission lines, above or below <br />ground, should be identified on a map. <br />5. The applicant should indicate on a map the proposed location of the <br />changehouse, electric distribution center, and water and sewage treatment <br />plants. In addition, all the mine and load-out facilities should be described <br />in more detail concerning how and of what materials they are constructed, size <br />of the structure, and removal during reclamation. <br />6. The applicant should identify the significance of the rectangular area <br />marked "Dry" on Figure 4.2-7. <br />7. No provisions have been made for open storage. The applicant should <br />investigate and evaluate this need and propose an area for this use. <br />8. The applicant should indicate whether all conveyors closed on the bottom. <br /> <br />
