Significance to Farming <br />The Red Canyon F1ine is located in and adjacent to the valleys of Ward and <br />Williams Creeks. ]f these valleys are determined to be alluvial valley floors <br />(Al'Fs), as defined under the rules and regulations of the Colorzdo Plined Land <br />Reclamation Board, an znalysis will have to be performed to deterr~ine if the <br />Ab'Fs to be affected are significant to farming operations in the area. It <br />should be noted that "farms" in the Ward Creek and Williams Creek valleys are <br />generally "ranchettcs", where owners carry out limited agricultw-al activities <br />(e.g., orchards, gardens, raising of some livestock, etc.) and derive their <br />principal source of inccme from activities not related to the ranchette. <br />Therefore, th= question arises as to hor:~ "significance" should be assessed with <br />respect to ranchette-type farr.ino operations. htore specifically, should t~~e <br />~.VF significance anal}•sis evaluate effects solely in terms of a ranchette owners' <br />aricultura? practices or evaluate the significance of effects in terns of both <br />agricultural and non-agricultural activities of the ranchette ov:ner? <br />in the past, significance of Al'FS to farming operations generzlly has been <br />assessed in t=rns of classical western farrr,ing operations where the fare constitutes <br />the principal intone source of the o~~mer (i.e., farming is the m,=jor emplr.~-~er.t <br />acti~;ity o` the owner). However, "farming" in the Ward Creek ar~d 4.'~iliars Cre2t: <br />valleys does not appear to fit with the co m~entional definition of farming zs it <br />rela'ES to r.!'F protection.
