The regulatory agencies involved in <br />approving plancforsuch fac•ilitics t+rnrid Lc seriously remiss in their obligation <br />Co protect the health and safety of the citizens if they fa.i.led to require <br />thorouyh engineering desiyn .in Y.eel+iu~) with the current state-of-the art, as <br />would the applicant. <br />I briefly outlined what I consider to be an appropriate gc•ntechnical analysis <br />for the Orchard Valley waste 4ispnsol site in my memorandum of August~l2, 1980. <br />The following is nn elaboration ut tlnrt c-arlicr outline which takes into <br />consideratiwt the applicant's amendne,nts submitted since. that time. In my <br />opinion an appropriate 9eotechnical .u~algsis oC the proposed Orchard Valley <br />Coal Pro^_essiny Waste Rank site and structure should include: <br />1. A 9eotechnical investigation of the site and adjacent areas, including <br />a subsurface augerinq and rL~illi.ny prn9ram, determination of in-place material <br />densities, precise survey of the sit.: and critical slope sections, aero photogrammetri• <br />analysis, installation and monitorinrl of ground water monitoring wells, and <br />collection and analysis of appropriarr~ samples of bedrock,~colluvium and waste <br />material. <br />CWZ's arnendnd application cont:,ins examples of Lor.iny logs completed 6y <br />Lincoln-Di vote, inc. and 1'ox & Assoc_i.ites, Inc.
