Page 3
Letter to Carol Pahlke
January 2, 1981
Response: The amount of salt loading on receiving
streams is tentatively estimated at revised pages
780-126ggggg and 780-126hhhhh. As stated on these
pages, sufficient data for salt loading studies should
be available in the annual hydrologic monitoring re-
port in 1982.
Revised Pages: Revised pages 780-126ggggg and 780-
126hhhhh have been attached hereto.
3. The applicant should provide additional information
concerning the expected change in ion balance (#7, Nov. 7, 1980
memo). Is a sodium-bicarbonate and magnesium-sulfate type water
more or less suitable than the baseline water quality for stock
watering or for irrigation? Explain the basis for the conclusion.
The applicant has referenced Skogerboe, et. al., 1979 as the ba-
sis for the prediction that the change would be long-term. The
applicant should demonstrate the similarity of the two areas
(geology, hydrology, processes causing the chemical change) to
justify extrapolating the study to the Kerr Site.
The referenced report seems to consider runoff primarily
from untopsoiled spoil. What effects, if any, would reclama-
tion under the current standards have? In addition, the refer-
enced study indicates an increase of certain trace metals (such
as Mn and Se) in streamflow. What trace metal increases would
be expected at the Kerr site? What are the consequences of any
increase?
Response: As requested, additional information con-
cerning the expected change in ion balance is provided
at revised pages 780-126iiiii and 780-126jjjjj.
Revised Pages: Revised pages 780-126iiiii and 780-126-
jjjjj have been attached hereto.
C. December 23, 1980 letter from MLR to Kerr Coal.
1. Page 816-15a was not received by the Division in response
to concerns over statistical formulae.
Response: It is assumed that the page referred to
in this concern is 816-156a. Kerr coal has enclosed
copies of revised pages 816-156a and 816-156b reflect-
ing certain statistical formulae.
