Page 3 <br />Letter to Carol Pahlke <br />January 2, 1981 <br />Response: The amount of salt loading on receiving <br />streams is tentatively estimated at revised pages <br />780-126ggggg and 780-126hhhhh. As stated on these <br />pages, sufficient data for salt loading studies should <br />be available in the annual hydrologic monitoring re- <br />port in 1982. <br />Revised Pages: Revised pages 780-126ggggg and 780- <br />126hhhhh have been attached hereto. <br />3. The applicant should provide additional information <br />concerning the expected change in ion balance (#7, Nov. 7, 1980 <br />memo). Is a sodium-bicarbonate and magnesium-sulfate type water <br />more or less suitable than the baseline water quality for stock <br />watering or for irrigation? Explain the basis for the conclusion. <br />The applicant has referenced Skogerboe, et. al., 1979 as the ba- <br />sis for the prediction that the change would be long-term. The <br />applicant should demonstrate the similarity of the two areas <br />(geology, hydrology, processes causing the chemical change) to <br />justify extrapolating the study to the Kerr Site. <br />The referenced report seems to consider runoff primarily <br />from untopsoiled spoil. What effects, if any, would reclama- <br />tion under the current standards have? In addition, the refer- <br />enced study indicates an increase of certain trace metals (such <br />as Mn and Se) in streamflow. What trace metal increases would <br />be expected at the Kerr site? What are the consequences of any <br />increase? <br />Response: As requested, additional information con- <br />cerning the expected change in ion balance is provided <br />at revised pages 780-126iiiii and 780-126jjjjj. <br />Revised Pages: Revised pages 780-126iiiii and 780-126- <br />jjjjj have been attached hereto. <br />C. December 23, 1980 letter from MLR to Kerr Coal. <br />1. Page 816-15a was not received by the Division in response <br />to concerns over statistical formulae. <br />Response: It is assumed that the page referred to <br />in this concern is 816-156a. Kerr coal has enclosed <br />copies of revised pages 816-156a and 816-156b reflect- <br />ing certain statistical formulae. <br />
