Firstly, it <br />confirms the items we discussed on the above referenced <br />date. Secondly, it should adequately address the out- <br />standing issues raised during that discussion. <br />The items we discussed are as follows: <br />Some concern was expressed relative to the <br />proposed disturbance associated with the con- <br />struction of the turnaround. The expressed <br />concern was that the aforementioned area will <br />not be located within the existing permit <br />area. In that respect, you indicated that <br />we should consider an amendment to the permit, <br />pursuing the line of thought that compliance <br />with the standards which will be applied <br />relative to the new regulations is essential. <br />Additional information concerning the criteria <br />to be followed during the construction of the <br />turnaround area was requested. It was suggested <br />that said construction should be applied to the <br />performance standards for road construction as <br />defined in the new regulations. <br />In addition, I was advised that we must include <br />the access/haul road that is located adjacent <br />to the Martinez dwelling and provides access to <br />Highway 151. <br />Additional baseline vegetation was also requested. <br />Basically, as I understand the concern, the <br />baseline vegetation information generated for <br />areas within the permit needs to be more closely <br />related to that area occupied by the turnaround <br />and borrow areas. <br />
