All that can be said is the two designs <br />provided show two 60-inch culverts will handle the <br />flows generated utilizing either of the outputs <br />calculated by SEDCAD+ or Dodson. <br />43b. A curve number of 91 was used for Culverts YB-4, YB-5, <br />YB-6, and YB-7. Culvert YB-8 was not in an area of pit <br />disturbance of any sort, so the curve number remained <br />the same. Because such a small percentage of area for <br />Culvert YB-7 was changed to a curve number of 91, there <br />was no effect on the size of the culvert. The same <br />cannot be said for Culverts YB-4, YB-5, and YB-6. The <br />change was significant enough to increase the size of <br />all three culverts from 36 inches to 48 inches. <br />45. An intersection occurs between a "Dirt Road" and Road A <br />at Station 74+25. The dirt road is actually Routt <br />County Road 51D. A Special Use Permit has been applied <br />for with the Routt County Regional Planning Commission. <br />Along with their permit application requesting specific <br />information about the Yoast Mine, they also have in <br />their possession a complete, updated operations and <br />Reclamation Plan for the Yoast Mine. Two meetings with <br />the Planning Commission and one with the Routt County <br />Commissioners are scheduled for three separate dates in <br />July. Seneca expects to have that permit approved in <br />late July. A copy of this permit will be submitted to <br />the Division once it is obtained. <br />Some additional details regarding this intersection <br />have been included in the permit application package. <br />Please refer to Tab 13, Page lla for this discussion. <br />A 24-inch culvert, YA-5A, will be installed on the west <br />side of Road A to allow for drainage on the north side <br />of RCR51D to flow underneath the county road and <br />continue on to Culvert YA-5. The approach to Road A <br />will be constructed on the fill slopes of Road A with <br />3:1 side slopes and stop signs will be placed on both <br />sides of Road A. All approaches will be similar to <br />those constructed along the tie-across haul road for <br />Seneca II-W Mine. <br />Tab 13- No Comment # <br />In a phone conversation between Erica Crosby and Michael <br />Altavilla on June 13, the Division was unclear on some <br />information provided in Attachment 13-7, Ditch Designs. In <br />discussing the Division's concerns, some corrections to the <br />material were needed. All questions were answered to the <br />satisfaction of the Division.
