<br />78. Based on review of DMG's concerns in the above <br />referenced letter and subsequent conversations with <br />Janet Binns and Larry Routten of DMG in May and June <br />1995, SCC will revise and density standard to 450 <br />stems/acre overall and 2000 stems/acre in the <br />concentrated woody plant establishment areas. To <br />establish these sites, herbaceous competition must be <br />reduced which will result in a lower vegetative cover. <br />Reflecting this lowered vegetative cover, it is <br />proposed that within the woody plant establishment <br />sites, the cover standard be set at 21 percent, which <br />equals the weighted mean herbaceous cover for the <br />aspen, mountain brush, and sagebrush vegetation types <br />determined during baseline vegetation sampling. This <br />represents a cover value from woody dominated <br />communities with suppressed herbaceous (i.e., ground) <br />cover. Stability or erosion should not be a problem <br />since the establishment areas are mostly less than two <br />acres and well distributed in the reclaimed landscape. <br />It is proposed that the diversity and production <br />standard be waived in the woody plant establishment <br />sites since reclamation of these areas is targeted <br />towards establishment of trees and shrubs. It would be <br />difficult to predict any diversity levels (both in <br />terms of richness and evenness) in areas where <br />herbaceous species competition will be controlled for a <br />period of time. <br />Planting and seeding rates for the woody plant <br />establishment sites have been adjusted to reflect the <br />higher density standards. In addition, the woody plant <br />establishment sites (excluding the aspen sites and <br />transplant sites) will receive only 0.5 feet of topsoil <br />to further benefit woody plant establishment. <br />Appropriate changes in the revegetation plan and <br />success standards, soil replacement thickness <br />estimates, and reclamation costs have been made. The <br />revised Tab 22 pages include iv, 18, 19, 20, 21, 27, <br />39, 42, 44, and 46; the revised Tab 21 pages include <br />11, 18, 22, 23, and 24; and the revised Tab 25 <br />Attachment 25-5 Page 25-5-1. <br />Tab 23 <br />83.
