Cox .~/~ ~ <br />// <br />DATE: April 15, 1981 <br />RE: Empire Energy ground water monitoring for the Eagle KS <br />and H9 mines. <br />Due to the turnover in the Mined Land Reclamation Division review staff <br />and the personnel at Empire Energy, 7 would like to begin with a summary <br />of correspondence and meeting between Empire Energy and MLRD dealing with <br />ground water monitoring. <br />March 1980: I reviewed Empire Energies Permit Application. <br />March 27, 1980: Empire Energy Corp. recieved an Interim <br />Permit Approval by the MLRB with the following stipulation: <br />"Empire Energy Corp. shall work with the Mined Land Recla- <br />mation Division in developing a more detailed ground water <br />monitoring plan. This revision s/tall be submitted to the <br />Division within 60 days of permit approval (by May 27, 1980)." <br />Ffay 12, 1980: Darry Ferguson of 14ineral Resources and <br />Engineering, Inc.; Robert Brogden then of Leonard Rise <br />and Associates, Inc.; Steven Self of Empire Energy; and Roger <br />Funston and myself of Mined Land Feclamation Division met <br />to discuss the stipulated ground water monitoring plan. In <br />this meeting Empire representatives agreed to monitor the <br />Middle Sandstone, Twenty-Mile Sandstone, and Trout Creek <br />Sandstone, but not the Yampa River Alluvium. <br />Marl 1G, 1980: Empire Enenry submitted their environmental <br />monitoring program. This submittal included a revised <br />surface and ground water monitoring section, and a Hydrologic <br />Monitoring Locations map; Map IV-13. <br />June 9, 1980: Letter from Roger Funston was sent to Steve <br />Self of Empire Energy which outlines those areas of the <br />permit which needed additional input for permanent program <br />approval. At this point Roger Funston and myself were of <br />the opinion that the above ground water monitoring system <br />was installed and being monitored as evident in those <br />
