Additional Information for Permit Review
After reviewing the TBM response to the Preliminary Adequacy Review letter,
the Division began preparation of the findings of compliance. In the
review of the Legal, Financial, and Compliance information in the permit
document, it was determined that additional information was required to find
the operation in compliance. The following items were conveyed to Mr. Ben
Quinn, consultant for TBM, and discussed withTrinidad Basin's secretary
on February 19, 2982.
1. An update of the listing of all persons who conducted technical
work on the permit docurr~nt.
2. A listing of a1Z names, addresses, and positions of research
institutions and/or .government agencies contacted for information to be
included in the permit.
3. The telephone number of TBAf's resident agent.
4. R listing of any coal mining operations in any other state in
which Mr. Vance Mills is involved.
5. An updated listing of violations and their subsequent resolution.
6. A clarification of ownership boundaries on the surface/underground
land ownership map,
7. Proof of right of entry for S~, S~5 Section 15.
8. Proof of publication of application filing.
In addition, the following information on Zand use needs to be provided.
I. Concurrence from all surface owners that the proposed post-mining
Land use is acceptable.
As other areas of the permit are reviewed, additional requests for material
will be made.
