<br />-5- <br />(4) It will be important to clearly present the results of the visual and <br />survey monitoring programs at the Coal Ridge No. 1 Mine. The amended <br />application presents no detail regarding the format of the semi-annual <br />subsidence monitoring reports. In the interest of facilitating <br />complete and efficient presentation of the accumulated subsidence <br />monitoring data, I recommend that our eventual findings include a <br />stipulation requiring the submission of a proposed subsidence report <br />format within six months following issuance of the permit. <br />Rule 2.06.4 Special Categories of Mining - Steep Slope Mining <br />Portions of the permit area qualify as steep slope mining areas, exhibiting <br />slope gradients in excess of 20°. Portions of these steep slope mining areas <br />will be subsided during the first five year permit period. Based upon the <br />information contained within the amended application, and assuming the <br />imposition of the above proposed stipulations, mining operations will comply <br />with the performance standards contained in Rule 4.27.3. Therefore, the <br />proposed operations will also conform with the requirements of Rule 2.06.4, as <br />well. <br />Rule 2.06.5 Variance of Aooroximate Original Contour Restoration Requirements <br />The amended application does not contain a request for a variance from <br />approximate original contour restoration requirements for steep slope mining. <br />Therefore, this section of the regulations is not applicable to this permit <br />application. <br />/ep <br />Doc.
