Face fans <br />The company expects very little surface disturbance because of great over- <br />burden thickness. In their mine plan, a system of monltoring surface dis- <br />turbance uses control points at 1/16 section corners east and west, and ~ <br />mile apart north and south. .The stations are tied together by triangulation <br />so that both horizontal and vertical displacement can be detected. A photo <br />flight was made prior to pillaring in order to prepare a map for comparison <br />with maps made after pillaring. <br />The Orchard Valley P1ine maintains production at 650,000 tons a year and a <br />60% recovery rate. Colorado LJestmoreland projects that it will increase <br />their production rate to 1,300,000 tons per year when their mine plan is <br />approved. Full approval of the mine plan application is contingent upon [he <br />development of slope stability data for the coal refuse and action or a plan <br />to contain the refuse material. <br />Coal is conveyed out of the mine using conveyor belts and is dumped into a <br />surge bin. After the coal is crushed to minus 2 inches and separated from <br />tiie waste product, it is trucked to three storage silos having a 21,000 ton <br />capacity. These silos load into unit trains. <br />Evaluation of Compliance <br />Dfining at~Colorado lJestmoreland's present rate will exhaust the leased coal <br />in 13 years. The company projects to increase coal production to 1,300,000 <br />tons per year when their mining plan is approved. lliligent development is <br />no problem. Fuil approval of .t he mine plan application is recommended when <br />Colorado LJestmoreland Inc. appropriately responds to the disposal of coal <br />refuse.
