Asher:
This letter is to officially notify you of the action taken by the Mined Land
Reclamation Roard on November 20, 1980. The Roard voted to approve the additional
Federal coal lease t,rith the sti_nulation that you cannot begin mining it tmtil the
Office of Surface Alining grants approval.
The Board also voted that the current 25 000 bond is inadequate to cover the
reclamation costs at the mine, and it therefore must be recalculated by the
staff and submitted to the next Roard meeting. I foresee a substantial increase
in the amount of the bond, and suggest that Blue Ribbon begin work now to secure
a layer bond. The staff twill he able to give you a firmer fivut•e before the next
Board meeting (December ]7-18th, 1980).
In order to determine an accurate bond amoLtnt, the Division will require the
following information:
a) estimate of cubic yards in the topsoil stockpiles and bench area
b) exact type of machinery to be employed in the reclamation phase (i.e.
size and make of all tntcks, bulldozers, etc.)
c) a descrintion of the buildings on site and how they will be removed
d) a descrintion, including cubic yards of material to be moved to complete
each task, of how the reclamation of the entire site will be accomplished.
This description rmtst be done in detail and reflect the reclamation plan
in the current permit (for example, explain how much material will be
moved from the dam into the reservoir and by what equipment; p.30)
This information rmLSt be suhmitted by December l.Sth in order to comely with the
Mined L<znd Reclamation Board's deadline. The reclamation specialist now assigned
to the Rlue Ribbon P4ine is Tom Gillis. tle will he calculating the bond. If you
need clarification on any of the above informational requests, please feel free to
call Tom or myself.
Sincerely,
A1arion Dodson Paul
Reclamation Specialist
A'mP : mab
