Asher: <br />This letter is to officially notify you of the action taken by the Mined Land <br />Reclamation Roard on November 20, 1980. The Roard voted to approve the additional <br />Federal coal lease t,rith the sti_nulation that you cannot begin mining it tmtil the <br />Office of Surface Alining grants approval. <br />The Board also voted that the current 25 000 bond is inadequate to cover the <br />reclamation costs at the mine, and it therefore must be recalculated by the <br />staff and submitted to the next Roard meeting. I foresee a substantial increase <br />in the amount of the bond, and suggest that Blue Ribbon begin work now to secure <br />a layer bond. The staff twill he able to give you a firmer fivut•e before the next <br />Board meeting (December ]7-18th, 1980). <br />In order to determine an accurate bond amoLtnt, the Division will require the <br />following information: <br />a) estimate of cubic yards in the topsoil stockpiles and bench area <br />b) exact type of machinery to be employed in the reclamation phase (i.e. <br />size and make of all tntcks, bulldozers, etc.) <br />c) a descrintion of the buildings on site and how they will be removed <br />d) a descrintion, including cubic yards of material to be moved to complete <br />each task, of how the reclamation of the entire site will be accomplished. <br />This description rmtst be done in detail and reflect the reclamation plan <br />in the current permit (for example, explain how much material will be <br />moved from the dam into the reservoir and by what equipment; p.30) <br />This information rmLSt be suhmitted by December l.Sth in order to comely with the <br />Mined L<znd Reclamation Board's deadline. The reclamation specialist now assigned <br />to the Rlue Ribbon P4ine is Tom Gillis. tle will he calculating the bond.
