SHELTON, Director <br />December 1, 1983 <br />TO <br />Fred Banta <br />FROM: Carol Russell ~j(~ <br />RE: Compliance and Reclamation Improvements in '83 <br />_ t <br />III III III III I <br />999 III III <br />In response to your request regarding reclamation progress in the past <br />year, the Dorchester IVo. 1 Mine has significantly improved its coal <br />processing waste situation. <br />In the past, the wash plant system and the resultant coal processing <br />waste has caused environmental and regulatory problems. For example, <br />discharges from the sediment pond exceeded f1PDES limitations for total <br />dissolved solids a number of times*. Additionally, the coal processing <br />waste pile experienced slope failure due to excessive moisture in the <br />pile. <br />Dorchester purchased and installed a belt press whose function is to <br />dewater the waste before it leaves the wash plant. This improvement <br />resulted in a closed water system for the wash plant. The sediment <br />control system was modified and now functions properly without <br />discharging excessive sediment. Furthermore, the waste placed on the <br />coal processing waste pile has been reconstructed to an engineer's design <br />which exceeds the 1.3 static slope safety factor. <br />For these reasons, I believe that compliance and environmental protection <br />has greatly improved at the Dorchester No. 1 chine. <br />* March 4, 1982 <br />TDS 485 <br />/mt <br />Doc.
