II. Background <br />The proposed Yoast surface coal mine is located in Routt <br />County, Colorado, 13.7 kilometers (8.5 mi) south of <br />Hayden. The total permitted area of the Yoast Mine <br />contains about 911.8 ha (2,253 ac), and Seneca expects <br />the mine to be in operation for about 14 years. <br />The surface mining operations would utilize area mining <br />methods. The Wedge and Wolf Creek coal seams would be <br />mined at an average production rate of about 544,310.8 t <br />(600,000 tone) per year, and about 182.1 ha (450 ac) of <br />surface disturbance would result from this action. <br />A chronology of events related to the processing of the <br />PAP is included with the decision document. The <br />information in the PAP, as well as other information <br />identified in the decision document, has been reviewed <br />by Colorado DMG staff in coordination with the OSM <br />Project Leader. No major issues were identified during <br />the review of the PAP. <br />The public was notified of the availability of the PAP <br />for review by publication of newspaper notices for four <br />consecutive weeks, with a last publication date of <br />January 5, 1995. No public comments on the PAP were <br />received after the public notice was published. <br />Colorado DMG determined that a bond in the amount of <br />$1,990,967 is adequate for the Colorado Permit No. <br />C-94-082 associated with this mining plan action. The <br />bond is payable to the State and the United States. <br />The PAP submitted by Seneca and updated through July 6, <br />1995, Colorado DMG's permit provided to OSM under the <br />cooperative agreement, the environmental assessment and <br />FONSI of the proposed action and alternatives prepared <br />by OSM, other documents prepared by Colorado DMG, and <br />correspondence developed during the review of the PAP <br />are part of OSM's administrative record. <br />Attachments <br />
