Threatened or endangered plant/animal species <br />oSM has determined that the proposed mining <br />operations would not effect the bald eagle, <br />peregrine falcon, or whooping crane. oSM has <br />determined that the proposed mining <br />operation's depletion of water from the <br />Colorado River Basin may affect the Colorado <br />squawfish, humpback chub, bonytail, and <br />razorback sucker. However, since the annual <br />depletion would be less than l00 acre feet <br />this operation should be covered by the Intra- <br />Service Section 7 Consultation for the Upper <br />Colorado River Basin which exempts the <br />permittee from a depletion fee. The U.S. Fish <br />and Wildlife Service has concurred with OSM's <br />determinations (USFWS, 1995b). <br />f. Migratory birds of high Federal interest <br />Reestablishment of grassland habitat, as <br />planned in the permit application should <br />mitigate the loss of habitat for the <br />ferruginous hawk, long billed curlew and <br />burrowing owl. Proposed raptor monitoring, <br />avoidance of active nesting sites, and <br />reestablishment of native shrubs should <br />also minimize impacts to Cooper's and <br />ferruginous hawks. <br />Impacts to sandhill cranes and wood ducks <br />should be minimal because the majority of the <br />associated habitat is adjacent to the permit. <br />g. Renewable resource/unique agricultural values <br />No renewable resource/unique agricultural <br />values would be impacted within the proposed <br />permit area. <br />h. Recreational resource values <br />No recreational resource values would be <br />impacted within the proposed permit area. <br />i. Social and economic values <br />Approval of mining operations at the Yoast <br />Mine would allow continued employment of <br />Seneca's employees currently employed at the <br />Seneca II and II-W mines. <br />11 <br />
