Agreement by Reclamation and the Colorado Water Conservation Board to <br />provide an additional 10,000 acre-feet of water from Ruedi Reservoir <br />on a year-to-year basis. The additional water has been/will be <br />provided in 1991, 1992, and 1993. A longer term arrangement of water <br />from the Ruedi Reservoir is being developed. <br />e. Reoperation of the Aspinall Unit to provide test flows and enhance <br />endangered fish habitat conditions in the Gunnison and Colorado <br />Rivers. <br />2. Adequacy of flows: <br />a. Winter--adequate; legal protection yet to be provided. <br />b. Spring--duration and magnitude of peak spring flows is less than <br />adequate; legal protection yet to be provided. <br />c. Summer-Fall--generally adequate with shortages in the 15-mile reach; <br />legal protection partially provided. <br />Green River Subbasin Accomplishments <br />1. Actions which result in a measurable population response, legal protection <br />of flows, or a reduction in the threat of immediate extinction: <br />a. Commitment from Reclamation to reoperate the Flaminq Gorge Project to <br />enhance endangered fish habitat in the Green River pursuant to the <br />biological opinion on the reoperation of the Flaming Gorge Project. <br />b. Partial establishment of refugia for razorback sucker from the Green <br />and Yampa Rivers. <br />2. Adequacy of flows: <br />a. Service flow recommendations being implemented pursuant to Flaming <br />Gorge biological opinion; legal protection yet to be provided. <br />b. Yampa River/Little Snake River--current flows adequate with some <br />localized shortages in late summer and early fall; legal protection <br />yet to be provided. <br />c. White River--current flows adequate; legal protection yet to be <br />provided. <br />d. Duschesne--flaw requirement unknown. <br />
