Please note the differences in the cost between Peabody's <br />estimate and the estimate calculated by the Division. The seedbed <br />preparation used by the Division was discing and harrowing at a <br />combined cost of $61.00. The Division also used drill seeding on <br />all tasks except for the hydroseed mix. The large difference <br />appears to be the cost for including mulch and mulch application. <br />The Division recommends using mulch in the revegetation cost <br />estimate. Please change the bond estimate accordingly. <br />2. The Division calculates the cost for estimated failure <br />rate of the revegetation work. The Division uses a value of 50& <br />failure rate to include the seed cost, the seedbed preparation, and <br />the seed application method. Please include a cost for 50~ <br />revegetation failure rate to the cost estimate. <br />Facilities <br />The Division reviewed Peabody's calculations for facility removal. <br />The Division calculated a sperate cost estimate for facility <br />removal based on MEANS 1993. Please see the Structural Demolition <br />form prepared by the Division for further clarification. The <br />Division has a few concerns regarding facility removal: <br />1. Peabody did not give a specific cost for removing <br />culverts. The Division calculates culvert removal based on the <br />diameter of the culvert and the length of the culvert. The <br />associated costs can be located on the attached sheet titled "Cost <br />Data- Structural Demolition Work". The data source is MEANS 1992 <br />Site Work & Landscape Cost Data. The data is for installation <br />costs which assume removal time and labor equal to installation <br />time and labor. Please use the cost data on this sheet to derive <br />the calculations for culvert removal for existing culverts. <br />2. On Table 12-1 of the submitted permit, Peabody states <br />that the diameter of the culverts in not applicable on HG-9, HG-11 <br />and HG-12. These culverts are on the permitted site and require <br />removal once reclamation activities take place. Please include a <br />cost for removing these three culverts. <br />
