Please see the attached cost reports for further clarification. 2. MEANS 1993 estimates the removal of ballast material at $2.29/cy. Please justify the cost of $0.617 a ton submitted by Peabody. 3. Please inform the Division as to why support equipment is not used for the ballast removal. 4. Peabody calculates the cost of ballast removal using a 637E Scraper. The Division typically cost for ballast removal using a dozer or a loader. Please justify the use of a scraper for removing the ballast from the mine site. 5. Peabody's cost per support equipment is different from the Division's cost. Please inform the Division as to what size water truck Peabody used in its bond calculation. The Division typically uses a 5,000 gallon water truck for this size operation.
