2. The Division recommends using a D8N Dozer to reclaim the
haul roads and the ramp roads. Please change the bond estimate to
reflect this cost.
3. Please inform the Division if Peabody included the cost
of ripping the roads in the bond estimate. If the cost is not
included in the estimate, please include it using a dozer or a
motor grader.
Topsoil Replacement
1. Peabody's estimate uses double shifts for topsoil
replacement. The Divisions current policy is to use single shifts
on all topsoil replacement tasks. Please change the scraper cost
to reflect single shifts rather than double shifts. The Division
calculates that $199.46 per scraper per hour is appropriate for a
637E Scraper. Please see the attached cost reports for further
clarification.
2. MEANS 1993 estimates the removal of ballast material at
$2.29/cy. Please justify the cost of $0.617 a ton submitted by
Peabody.
3. Please inform the Division as to why support equipment
is not used for the ballast removal.
4. Peabody calculates the cost of ballast removal using a
637E Scraper. The Division typically cost for ballast removal
using a dozer or a loader. Please justify the use of a scraper for
removing the ballast from the mine site.
5. Peabody's cost per support equipment is different from
the Division's cost. The cost breakdown is as follows:
Fleet Cost for Topsoil Replacement
Equipment ~ Peabody Division
637E 3 $175.66 $199.46
14G 1 $60.93 $87.16
Lube Truck 1 $49.47 $51.57
Water Truck 1 $121.49 $84.18
Total $758.87/hr. $821.29/hr.
The Division realizes that Peabody's cost is based on double shifts
rather than single shift operation. Please change the estimate
accordingly.
6. Please inform the Division as to what size water truck
Peabody used in its bond calculation. The Division typically uses
a 5,000 gallon water truck for this size operation.
