This letter will confirm the discussion at <br />our meeting regarding baseline environmental data and other <br />miscellaneous permit information necessary for a forthcoming <br />permit revision. The Bear Coal Company is currently planning <br />to move operations into an area adjacent to their existing mine. <br />The purpose of the meeting was to discuss several baseline <br />data collection methodologies in order to minimize or, if possible, <br />eliminate the possibility of unexpected or last minute requests <br />during the revision process. Because of the extreme urgency of <br />the situation for Bear Coal Company, I felt our meeting was <br />extremely beneficial. The following are the general items <br />discussed during the meeting: <br />• Stream Buffer Zones <br />• Vegetation Work <br />• Vegetation Success Criteria <br />• Haul and Access Roads <br />• Soils <br />• Analysis of Roof and Floor Samples <br />• General Hydrology <br />• Alluvial Valley Floors <br />• Waiver From Nearby Residents <br />
