<br />areas so critical aspen substrate characteristics should be • <br />preserved. ]:n addition, aspen disturbance in the vicinity of <br />these two plaanting sites will be minimized to that necessary <br />to complete topsoil stockpiling, access roads, and final <br />grading acti~~ities. As shown on Exhibit 22-1, Sheet 2 of 2, <br />five aspen avoidance mitigation areas totaling 2.3 acres will <br />also be established. <br />Appropriate ~~hanges have been made to Tab 22, Seed Mixes and <br />Planting Lis+ts, and Exhibit 22-1, Sheet 2 of 2. <br />81. SCC proposes a slight revision to the cover standard proposed <br />in Tab 22, Testing for Successful Reclamation. The same <br />approach will be used and the factor of 3 will be retained. <br />However, the Steep Mountain Brush type will be dropped from <br />the calculation. The 3 remaining types, aspen, sagebrush, and <br />,. y mountain brush, represent over 85 percent of the disturbance <br />~/ acreage for premine upland vegetation types. The disturbance <br />in the Steep Mountain Brush type i:a small relative to the <br />overall disturbance and the type has a potential for low <br />herbaceous cover values. Test calculations using 1990 <br />baseline data for the three major types show that the success <br />standard fox• cover can approximate total vegetation cover <br />similar to the undisturbed sagebrush type. Successful <br />reclaimed cover, which will largely be comprised of herbaceous <br />species combined with litter, will produce ground cover levels • <br />adequate for erosion control. The production success standard <br />will reflect the same change by dropping the steep mountain <br />brush type from the calculation. <br />82. The typographical errors on Exhibit 10-1, Vegetation Map, <br />Sheets 1 and 2 have been noted and corrected. <br />Tab 23 - Fish and Wildlife Plan <br />83. This question has not yet been addressed. <br />Tab 24 - Air Quality Control Plan <br />84. The Air Emissions Permit is being prepared for submittal to <br />the Colorado Department of Health (CDOH). An attachment to <br />the PAP will be submitted to the Division containing the <br />approved permit once it is obtained by SCC. Page 1 of Tab 24 <br />was revised to address this issue. <br />85. The speed limit will be determined by the CDOH in the Air <br />Emissions Permit. Based on permits issued for the Seneca II-W <br />Mine, SCC anticipates the maximum speed limit for the Yoast <br />Mine will be 40 miles per hour. Speed limit signs will be <br />posted aloncf the main haul road in both directions to alert <br />drivers of the speed limit.
