A <br />more detailed review cannot be performed until additional information is <br />provided. <br />1. The application fails to address the alluvial valley floor requirements <br />of Rule 2. In order for the Division to make a preliminary finding <br />concerning the presence or absence of any alluvial valley floors, the <br />applicant should lrrovide a reconnaissance level investigation as described <br />in OSM's June, 1980 technical guidance paper. I recommend that the <br />reconnaissance investigation consider all those areas within or adjacent <br />to the mine plan area. Any additional information necessary for a <br />formal findiny with regard to the permit application would be confined <br />to the permit area and adjacent areas. <br />2. The applicant should include any information on the hydrologic effects <br />of historic mining activities within or adjacent to the proposed operations. <br />Any such information available would assist the operator in analyzing <br />the probable hydrologic consequences of the proposed activities. <br />3. The applicant's inventory of springs and seeps appears to be limited <br />to the Steven's Gulch watershed. The inventory should cover all areas <br />within or adjacent to the permit area. In addition, the applicant <br />should provide the following information on the springs: source, flow <br />regime, estimated quantity and water quality. Springs should be identified <br />as occurring stratigraphically above or stratigraphically below the coal <br />to be mined, What is the significance of the springs to surface and <br />ground water flow in Stevens Gulch? <br />(cont'd) <br />I ,.~'I. ...
