Klein, Administrator OSM Western Technical Center 1020 15th Street, Denver, Colorado 80202 Re: Red Canyon Mine Permit Review File: C-034-B1 Dear Mr. Klein: Subsequent to a meeting of February 11, 1984, attended by Rade Orell and Floyd Johnson of your staff, and Dan Mathews and Brian Munson of the Division, your office prepared a list of 17 comments regarding our draft findings document for Grand Mesa Coal Company's Red Canyon Mtne. In addition to the 17 comments, the cover letter noted that proposed stipulations No. 7 and 9 which required "D" seam portal bench stability analyses and subsidence safety zone delineations were not appropriate. The letter requested that the information requested 1n the two stipulations be submitted and reviewed prior to issuance of a proposed decision. Information submitted by the applicant on March 14 and 19, 1984, addresses a number of the concerns raised by your staff, including analyses and designs specified by draft stipulations 7 and 9. The Division has not yet completed a review of the draft stipulation responses, but we have reviewed the other material and have responded to the 17 comments, item by item. Our responses are attached. A revised draft document will be forwarded to your office when we have completed our review of the two draft stipulation responses.
