Klein, Administrator <br />OSM Western Technical Center <br />1020 15th Street, <br />Denver, Colorado 80202 <br />Re: Red Canyon Mine Permit Review <br />File: C-034-B1 <br />Dear Mr. Klein: <br />Subsequent to a meeting of February 11, 1984, attended by Rade Orell and Floyd <br />Johnson of your staff, and Dan Mathews and Brian Munson of the Division, your <br />office prepared a list of 17 comments regarding our draft findings document <br />for Grand Mesa Coal Company's Red Canyon Mtne. <br />In addition to the 17 comments, the cover letter noted that proposed <br />stipulations No. 7 and 9 which required "D" seam portal bench stability <br />analyses and subsidence safety zone delineations were not appropriate. The <br />letter requested that the information requested 1n the two stipulations be <br />submitted and reviewed prior to issuance of a proposed decision. <br />Information submitted by the applicant on March 14 and 19, 1984, addresses a <br />number of the concerns raised by your staff, including analyses and designs <br />specified by draft stipulations 7 and 9. The Division has not yet completed a <br />review of the draft stipulation responses, but we have reviewed the other <br />material and have responded to the 17 comments, item by item. Our responses <br />are attached. A revised draft document will be forwarded to your office when <br />we have completed our review of the two draft stipulation responses. <br />The company has been notified that final permit updating will be required <br />prior to issuance of our proposed decision, as soon as our agencies have <br />resolved remaining concerns with the content of the application and the <br />findings document. <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
