Ann Baldridge - 3 - February 4, 1985 <br />The reclamation costs section of the permit application should be <br />amended to include appropriate mobilization/demobilization costs for <br />all mobile equipment used to reclaim the area. <br />All state construction contracts require that the contractor keep a <br />superintendent on the job at all times that labor is being performed. <br />As such, the estimated figure provided on Page 13-76 for contractor's <br />supervision under the Miscellaneous Project Costs portion of the cost <br />estimate should be adjusted to more accurately reflect the number of <br />hours a superintendent will be required to be on the job. <br />2.05.4(2)(d) Reclamation Plan - Topsoil Redistribution <br />The application states on Page 13-15, Volume IX that "After topsoil has <br />been replaced, the area will be monitored for slippage and erosion." <br />This section of the application should be revised to also provide for <br />monitoring and contour ripping any slippage surfaces identified on the <br />final graded areas prior to the replacement of topsoil. <br />2.05.5 Past-mining Land Uses <br />The post-mining land use plan portion of the application <br />amended to include a copy of the comments concerning the <br />by the legal or equitable owner of record of the surface <br />proposed permit area and the State and local government <br />would have to initiate, implement, approve, or authorize <br />use of the land following reclamation. <br />3.02.2 Bonding <br />Please refer to comments under 2.05.4(2)(b) above. <br />4.06 Topsoil Performance Standards <br />must be <br />proposed use <br />of the <br />agencies which <br />the proposed <br />Please refer to comments under 2.04.9 and 2.05.4(2)(d) above. <br />4.16 Postmining Land Use <br />No comments. This section appears adequate. <br />II. FINDINGS <br />My approach to the Seneca II-W findings utilizes the format of the Chimney <br />Rock Mine Findings Document as suggested by Mike Savage. However, for the <br />sake of consistency with similar operations, I have also consulted the August <br />10, 1981 findings document for the Seneca II Mine. I was able to make <br />complete findings for both Land Use and Prime Farmlands. The findings for <br />Soils and Bonding are "what if" findings which may need to be revised <br />depending on the outcome of the upcoming P.A.R. responses. <br />
