My observations and comments follow. <br />14. This concern was adequately addressed. The regraded spoil <br />monitoring plan incorporates all areas where potential problems <br />with spoil could occur, based on the baseline data. <br />15. This concern was adequately addressed. The regraded spoil <br />monitoring program is similar to the program at Seneca II, which <br />has been successful so far. <br />16. This concern has been adequately addressed. Revised pages 23 <br />and 24 of Tab 21 now indicate minimum topsoil replacement depths of <br />1.0 and 0.5 feet on regraded spoil and undisturbed subsoil, <br />respectfully. They also indicate average replacement depths of 1.8 <br />and 1.1 feet on these same areas. <br />Page 24 of Tab 21 references a publication by Pfannenstiel and <br />Wendt which indicates shrub establishment on reclaimed areas may be <br />enhanced by .replacing lesser thicknesses of topsoil. Since <br />revegetation plans for Yoast include establishment of shrub <br />islands, the Division encourages SCC to consider lesser topsoil <br />replacement thicknesses for these areas. <br />74. This concern was adequately addressed. Unsuitability criteria <br />for overburden were revised as follows: <br />a. pH less than 5.0, rather than 4.5, <br />b. Se greater than 0.15 ppm, rather than 0.5 ppm, <br />c. Mo greater than 1.0 ppm, rather than 2-8 ppm. <br />m:\coal\slb\sobpar <br />
