• • II IIII IIIIIIIIIIIII
. STATE OF COLORADO
DIVISION OF MINERALS AND GEOLOGY
Department of Natural Resources
711 } Sherman Sr, Room 215
Denver, CO 80203
Phone. U03) 866-3567
FAX:1303)832-8106
July 9, 1993
Mr. Jack Purdy
Pennsylvania West Coal Company
626 West Pender Street, Suite 907
Vancouver, British Columbia V6B1V9
R8: Reclamation of the Coal Gulch Mine, Durango, Colorado
Dear Mr. Purdy:
of Soto
Ne~~
~ r8 ]6 ~
Roy Romer
Governor
M¢hael B. Long
Division Director
This letter is to officially notify you that the Division of Minerals and Geology is
proceeding with the reclamation of the Coal Gulch Mine. The Division must proceed
with this course of action since there has been virtually no action on your part to
resolve the completeness issues noted back on Auguat 3, 1992.
The latest information the Division has received from Pennsylvania West includes a
letter dated December 22, 1992 stating that you had a contract with
Beeman Bros. Drilling to drill the necessary monitoring wells by February 20, 1993.
Then, on March 15, 1993, the Division received a request for a meeting on
March 31, 1993 to discuss these same issues. At this meeting, Paul Baker brought an
estimate from Beeman Bros. Drilling for the drilling and completion of three wells.
Mr. Baker stated that these wells were to be drilled immediately and that the
Division would receive results from the core drilling and water samples in
early May.
To date, Beeman Bros. Drilling has not received word from Pennsylvania West to
proceed with any drilling, nor has the La Plata County Land Use and Permitting
Section received any further information concerning Pennsylvania West mining at the
Coal Gulch Mine site.
Additionally, the Durango office of Pennsylvania west Coal Company has apparently
closed down without a forwarding addrees or phone number at which anyone can be
reached.
With the exception of the base-line hydrology information and the permit to mine
coal from La Plata County, the coal mining permit submitted by Greg Lewicki and
Associates appeared to be a well designed mine plan. However, due to above
referenced items, and lack of any positive commitment by Pennsylvania West the
Division must complete reclamation of this site this fall.
Since Pennsylvania West has some mining machinery at the Coal Gulch site, this
letter will also serve notice that the machinery must be removed prior to
August 31, 1993 or the machinery will be removed by the State.
Additionally, the Division has received information concerning coal bins purchased
by Pennsylvania West that requires action on your part. I have included copies of
these letters for your information.
Zf you have any questions about the information contained in this letter, please
write or call.
Sincerely,
rry ey
~~ ~~
Reclamation Specialis
HR/ern M:\oss\ern\purdy.wp
