• <br />-5- <br />C~ <br />The purpose for the submittal of an Annual Hydrology Report by the <br />operator is to report the results of anaanalysis of allydroYogie-Aat~ <br />toll n the year, and to assess, by means of a -oLgh-analysi3~-,~,~ ~E~,~e' <br />d nterpr tation ~ the data, the impacts that the mining an <br />reclama i era ons have had on the hydrologic balance. The Annual <br />Hydrology Report is a means of updating predictions about probable <br />impacts that were made in the permit application. Information contained <br />in the Annual Hydrology Report should include: <br />(1) results of all hydrologic data collected during the year, tabulated <br />cy~ in a format such that any trends in the data can readily be <br />identified (this has not been done for the data submitted by CYCC), <br />(2) analysis an interpretation o the hydrologic data collected during <br />~~ the year, tom results with data collected during previous <br />years and with baseline data submitted in the permit application, <br />and <br />~ r-~ p~lOna~'- re comrnerdc~klo„s ~' (~ro~l.e.-r <br />• ~. (3) description of mitigative measures taken to minimize disturbance to <br />the prevailing balance. ;~ ~9-- 1ha mn[iL y~ ~•~-~caie a ~rnblz~~. oll~c~T~n+~7hr>~.yl`?}'"`~~- <br />The Division finds that CYCC must submit a revised Annual Hydrology <br />Report to include the information outlined above. Further review and <br />evaluation by the Division will occur upon receipt of this information. <br />The OSM TEA made a finding of no significant impact to the hydrologic <br />balance as a result of mining in Eckman Park. Also, the cumulative <br />hydrologic impacts resulting from mining at the Eckman Park mine were <br />taken into consideration in all subsequent cumulative hydrologic impact <br />studies of the Upper Yampa River Basin. Assuming the information and <br />analysis requested for the Annual Hydrology Report supports the <br />conclusions in the permit application regarding probable hydrologic <br />consequences the finding that the proposed mining operation has been <br />designed to prevent material damage to the hydrologic balance outside the <br />permit area is valid. This is consistent with the finding of no <br />significant impact made by the OSM in the environmental analysis. To ~ „~ <br />further substantiate this CYCC is requested to submit the data they have 4 rPP~a~ <br />Cy "' „ <br />collected on total cumulative hydrologic assessments for all mines. This) CG eZ` <br />should be submitted with the Annual Hydrology Report. ~ c4j `~ <br />~i~ <br />CYCC revised permit No. 79-177 to allow for sewage sludge application on <br />mined spoils. The Division approved the revision on the condition that <br />quarterly results for wells 009-6-10 and 009-79-4 are submitted to detect <br />any adverse impacts to water quality. To date, no data has been <br />submitted. CYCC must submit the results from these wells on a quarterly <br />basis. The Division reserves the right to modify the monitoring plan <br />pending the results. CYCC will be consulted if changes are necessary. <br />VI.
