<br />-a- <br />Five vegetation stipulations were attached to the OSM'S decision <br />package. They were as follows: <br />8. The applicant shall seed all disturbed areas that have received <br />final topsoil preparation during the first normal planting period <br />(fall). The applicant shall not delay seeding for the purpose of <br />establishing a mulch cover crop. <br />9. The applicant has <br />of percent cover and <br />reference areas. The applicant shall identify the proposed methods for measuring <br />success on pasturelands and submit a plan for and description of <br />the proposed method by September 1, 1980. <br />No response is required for Stipulation 8. Responses to stipulations 9, <br />11 and 12 are dated August 29, 1980. To summarize, success of <br />revegetation at bond release for cover and production will be measured by <br />comparing the data from the reference areas to the data from the <br />re vegetated areas using the statistical "t" test. The diversity and <br />woody plant density standards are described above in the State program <br />compliance. For pasturelands revegetation success will be determined <br />using only cover and production values. Woody plant density and species <br />diversity are not required for this vegetation type. A detailed <br />description of shrub plantings and a map of the proposed post-mining <br />vegetation communities was submitted for stipulation 11. <br />Stipulation 10 will remain in effect. CYCC shall continue to incorporate <br />the results of interim studies of soil and vegetation conditions in <br />re vegetated areas into the annual report. This plan does not currently <br />provide information of the success of the shrub transplants. To assist <br />the Division in evaluating this reclamation technique, CYCC is requested <br />to include data collected on the shrub transplants. Also, the Division <br />is aware that CYCC is involved with several test plots that have been <br />established at or near the mine site, for example the grazing study, the <br />6tt' Co~~ of <br />~6 <br />SiS <br />
