S uilc 2300 470 Sevenleenlh Street Denver, Colorado 00202 (303)825-1966 September 8, 1981 No. C-047-81 in the April 23, 1981 per your letter of Since Blue Ribbon Mine was purchased from Sunflower Energy Corp., a substantial rework has been undertaken of the existing permit application. New baseline data has been obtained and several sections have been completely redone as recommended by the preliminary adequacy review and subsequent meetings after Blue Ribbon Coal Company was formed. Those include soils, vegetation, fish and wildlife, and sedimentation control. Hydrology leas been reworked making extensive use of U. S. Steel's hydrology section which entirely encompasses the Blue Ribbon permit area. Geology and mine plan sections have been redone internally. Revisions and review of remaining, sections have been done internally with assistance from an outside consulting mining engineer from Normandeau Consultants in Denver, Colorado. A list of permit applica- tion consultants follows: Soils and Vegetation Normandeau Consultants Fish and Wildlife Espey, Huston b Associates Sedimentation Control and Related UTE Engineering and Surveying Co. Although a majority of information is inc.l~uded in the attached document, drafting, proper organization and proof reading are still in process. The final permit application will be finished before the end of September 1981. Since final organization is not Cinished, it will be a little difficult to review. Afy apologies for this inconvenience. A cross reference for the application and the adequacy review letter will be prepared as soon as possible.
