There is a figure referred to for drainage area determination <br />which I have been unable to locate. Most of the response has been reviewed. <br />I am unsure as to whether the haul road culverts will be reviewed by Bob <br />so I have identified those items which need to be submitted by Walden Coal <br />Company. <br />1) Drainage Area Map <br />There is reference to a map, plate 17a, which I have not been able <br />to Locate. WCC should submit a copy of this map to verify drainage areas <br />contributing to each of the ponds. <br />2) Regarding WCC's Request for Finding of No Significant Impact for <br />Existing Roadway <br />The existing roadway which WCC uses as a haul road does not meet the <br />haul road requirements of Sec. 4.03.1. The have requested that the Division <br />make the finding of insignificant impact as allowed under Sec. 4.03.1 (4) (e) <br />(vi) and thereby allow WCC to leave the road as is. Rs Bob Liddle has <br />reviewed the road section, his input on this finding should also be <br />obtained. It is my opinion that based on regional precipitation and runoff <br />characteristics that the improvement of this road not warranted and that we <br />should grant the request. At the same time, the findings document should <br />include the provision that should significant impact either occur or appear <br />imminent, the Division may require that remedial action be taken within 30 <br />days. This action may include, but is not limited to, culvert installation, <br />roadside ditching, regrading or surfacing, and embankment protection. <br />
