A factor which perhaps had led to some delay on CYCC's <br />part in obtaining approval of MLRD regarding-its-aedimen- <br />tation ponds arises because the stock of the company was <br />sold, and new upper management took over, during the <br />summer and fall of 1981. This neeeasarily resulted in <br />some delays while new management became familiar with <br />details of CYCC's mining and administrative programs. <br />H. CYCC has made it a practice not to inform the person tak- <br />ing samples of the applicable effluent limitations, in <br />order to avoid any implications of a biased sample. How- <br />ever, in order to assure rapid response to some types of <br />excursions, CYCC has instructed its sample taker to noti- <br />fy appropriate CYCC officials immediately upon obtaining <br />a field reading (including pH and visible oil and c3rease) <br />which appears to violate the applicable effluent limita- <br />tions. <br />Dated: <br />~~~~ <br />R.G <br />-9- <br />
