Gunnison No. 1 Mine Mining Plan, <br />as Modified, West Elk Coal Company Inc., Gunnison County, Colorado, <br />Federal Leases C-1362, C-0117192, and D-044569 <br />Recommendation <br />I recommend approval with conditions of the Wesk Elk Coal Company Inc.'s <br />(WECC) Mt. Gunnison No. 1 mine mining plan, as modified. Approval of <br />this mining plan, as modified, will supersede the previous mining plan <br />approvals for the Mt. Gunnison No. 1 mine. My recommendation is based <br />on the complete permit application package (PAP), updated to March 20, <br />1987, an environmental assessment of the proposed mining and reclamation <br />operations and alternatives prepared by the Office of Surface Mining <br />Reclamation and Enforcement (OSMRE), a technical analysis prepared by <br />the Colorado Mined Land Reclamation Division (NERD), and the <br />administrative record. Approval of the mining plan, as modified, will <br />authorize continued mining within the mining plan area which contains <br />approximately 3,500 acres within Federal leases C-1362, C-0117192, and <br />D-044569, as shown on the map included with this memorandum. During the <br />review of the PAP, certain elements of the applicant's proposal were <br />identified that require special conditions to comply with Federal law, <br />and those special conditions are incorporated into the proposed mining <br />plan approval document. <br />In conjunction with OSD4tE's processing of this mining plan action, OSMRE <br />also reviewed the previously approved mining plan and mining plan <br />modifications and the Federal permit number CO-0021, issued on July 12, <br />1981, for the Mt. Gunnison No. 1 mine. All terms and unfulfilled <br />conditions of the Federal permit have been included in the Colorado <br />permit number C-80-007 and this mining plan approval document.
