Shelton <br />Director <br />T0: Tom G., Jim K. <br />FROM: Carol C r <br />RE: Coordination of the Blue Ribbon review with OSM <br />DATE: April 6, 1981 <br />On April 6, 1981, Tom Gillis and I met with Dan Kimball of OSM to discuss <br />the coordination of this review. The following conclusions were reached: <br />1. MLRD will take the lead on all disciplines except for cultural <br />resources. We will use OSM's ACR, dated December 5, 1980, as the basis for <br />our sixty (60) day adequacy letter. Essentially all of these concerns are <br />still outstanding. MLRD will write.the TEA for all disciplines except cultural <br />resources. <br />2. Additional OSM comments on cultural resources, if any, will be delivered <br />to MLRD by April 20, 1981 for inclusion in the 60-day letter. However, most <br />of OSM's concerns are addressed in stipulations 3 and 4 of the March 2, 1981 <br />minor modification approval. <br />3. MLRD will submit a draft of the 60-day adequacy review to OSM for <br />their comments on April 23, 1981. The letter will be sent to the Company on <br />April 27, 1981. <br />4. All concerns relative to coal resource recovery were resolved during the <br />review of the minor modification approved in March, 1981. Since the mine <br />plan has not been-changed, further OSM involvement in the review of this section <br />will not be necessary. The resource recovery section of the March 2; 1981 <br />technical anlaysis remains applicable. If further comments are received from <br />USGS, these will be forwarded to MLRD, but none are expected. <br />5. MLRD will not review the application for socioeconomic impacts, and will <br />not include socioeconomics in the TEA. It is not expected that OSM will <br />identify any concerns, but if concerns do arise, MLRD will be informed. <br />6. Submission of a subsidence monitoring plan was required by stipulation <br />#5 of the March 2, 1981 minor modification approval. For this reason, when <br />the plan is submitted it will be reviewed by both MLRD and OSM, although MLRD <br />will have the lead in terms of permit approval. <br />7. Stipulation number 6 of the 14arch 2, 1981 minor modification approval has <br />been satisfied (payment of reclamation fces). Stipulation number 2 (production <br />rate) applies only to the minor modification, and OSM has no problem with the <br />production rate increase proposed in the present application. <br />/cjc <br />
