<br />Memo to Dave Berry <br />Bowie No. 2 Second Additional Geotech Study <br />page 6 <br /> <br />Division to participate in these decisions in a timely fashion, without <br />introducing onerous review requirements and attendant delays, it will be <br />necessary for BRL to communicate these situations on a day-to-day basis. To <br />address this concern, I propose that BRL's qualified geotechnical observers be <br />required to be in attendance whenever construction is occurring and to maintain <br />thorough daily construction log sheets. The qualifications of BRL's qualified <br />geotechnical observers shall be submitted to the Division prior to their <br />commencing observations. In addition, BRL's qualified geotechnical observers <br />shall complete log sheets within 24 hours and deliver them by facsimile to the <br />Division weekly. Further, any cut slope, fill embankment, or drainage facility <br />design modification or mitigative implementation shall be communicated to the <br />Division by telephone or facsimile prior to its implementation. Finally, at the <br />conclusion of construction, BRL shall submit a summary geotechnical <br />construction report to the Division, summarizing the geotechnical problems <br />encountered, and the mitigative methods implemented during the construction. <br />Outstanding Unresolved Geotechnical Concerns <br />I assume that my additional earlier adequacy comments will eventually be <br />addressed by the applicant's general consultant. However, I am aware from <br />previous comments that the applicant desires to expedite the issuance of the <br />Bowie #2 permit. Several of my earlier geotechnical concerns remain as yet <br />unresolved. In my opinion the remaining items are not conditionable and will <br />continue to prevent the approval of the permit. <br />1. Inclinometer Monitoring and Reporting <br />The report states that three deeper borings were completed as <br />inclinometers. The slope performance information developed by these <br />inclinometers may be extremely important. Because of the magnitude of <br />cut and fill proposed for some bench and road locations, it will be <br />important to monitor the performance of these slopes. I anticipate that <br />strategically placed and frequently monitored inclinometers will be one <br />component of an appropriately comprehensive slope monitoring scheme at <br />
