We are pleased that you decided to tour the proposed
permit area. We feel this is a constructive activity for the technical staff to
pursue during the review process.
As you will recall, we discussed several specific comments from the letters
of June 2 and June 9, 1981, transmitted by Bob Liddle. The following is a
summary of the issues discussed and our responses:
=June 2 letter, Rules 2.04.6 and 2.04.7, Geology and Hydrology Description
1. The Lennox seam exists in a very small area at the southernmost part of the
surface mine. Energy Fuels does not propose to recover this seam because
it is not economically feasible to extract a thin seam which is separated
from the mineable Wadge seam by over 40 feet of overburden. Energy Fuels
will submit and justify a representative chemical analysis of the Lennox
seam from core samples collected at the Eckman Park Mine, which has the
same overburden stratigraphy and chemistry as Energy Mine No. 3.
2. Energy Fuels has complied with Rule 2.04.7(4)(a) by plotting all water
supply wells within a one-mile radius on Map 04, Energy Mine No. 3 Ground
Water Hydrology. There are no water supply wells outside the proposed
permit boundary for a one-mile radius. Energy Fuels owns the water rights
to all wells plotted, and therefore no augmentation plan is necessary.
3. Map 114, Energy Mine No. 3 Ground Water Hydrology, will be revised to show
all springs and seeps within the proposed permit and adjacent areas.
4. As estimated on pages 2.05-111 and 2.05-112 of the application, recharge
/ capacity will not only be restored but also enhanced by surface mining and
reclamation activities. To document this estlmate, Energy Fuels will
commit to install and test a monitor we 11 in the spoils at Energy Mine No.
3. Revised pages and supportive material will be provided as necessary.
