~~ <br />ti ~ <br />-3- <br />a maximum anticipated total dissolved solids concentration of <br />800 mg/1. The worst case discharge of 650 gpm (936,000 gpd) <br />used for the analysis is considerably less than the projected <br />mine inflow of 2,335,000 gpd projected for the fourth year of <br />operation. The analysis of the effects of discharge mine water, <br />and water from the spoil well to the surface water system <br />should be redone using worst case water quantity and quality. <br />Although the analysis may be limited to total dissolved solids, <br />as requested above, the applicant should identify the <br />anticipated full suite chemistry of the spoil water and of the <br />mine water. <br />The applicant was requested to predict the effects of <br />mine water discharge (from the mine workings and the <br />spoil well) upon surface flow regieme, geomorphic <br />stability of the stream, alluvial water levels, and <br />alluvial water quality. The applicant did not address <br />these concerns, but should do so now. <br />The applicant was requested to carry the analysis <br />downstream to the point where changes in water quality <br />and quantity become insignificant, including an <br />assesssment of effects on Middle Creek and Trout <br />Creek, if appropriate. The applicant's asessement <br />indicated that in his worst case scenario "the <br />contribution of TDS one mile downstream was computed <br />to be approximately 1,100 mq/1". The assessment was <br />carried no further downstream. The applicant must <br />carry this analysis (and the analysis of other <br />effects) downstream to the point where the effects <br />become insignificant. Th15 may require an assessment <br />of effects upon the stream/alluvial aquifer systems of <br />Middle Creek and Trout Creek. <br />3)and4) These Stems concern mining effects upon the ground <br />water system and possible secondary effects upon the <br />surface water system. Roy should perform the primary <br />review on these sections. Once he is satisfied, we <br />can consider surface water effects. <br />5) This item requested that the applicant demonstrate <br />that its effluent would meet the Colorado Department <br />of Health's receiving stream standards, or provide a <br />plan for the treatment of the effluent for those <br />standards which are exceeded. The applicant has <br />responded that the Department of Health is requiring <br />CYCC only to meet the normal effluent limitations <br />(TSS, total iron, oil and grease, and pH), and not the <br />receiving stream standards. (This concern remains <br />unresolved.). <br />
