Savage rS/aJq.1,4.-. <br />RE: Vegetation/Revegetation Comments and Preliminary Findings (Round 2) For <br />Coal Ridge No. 1 Mine (File No. C-065-84) <br />I have reviewed Storm King's October 25, 1984 response to our preliminary <br />findings document, the supplemental information provided by Greystone <br />Development Corporation for the Coal Ridge No. 1 Mine, on October 17, 1984 and <br />have these concerns and comments regarding the areas of vegetation and <br />revegetation. The information was raw data and summer field sheets for the <br />sagebrush community, sampling parameters of cover and productivity conducted <br />by Greystone Development in 1983 and information and raw data from the Cook <br />survey of 1982. In my review of the Greystone Development data it became <br />apparent that the methodology employed for sampling production on the <br />sagebrush community was inappropriate. The data provided for cover for the <br />sagebrush affected area and reference area was adequate. Woody plant density <br />data was not provided from the Greystone Development survey. <br />My original findings regarding the provision of vegetation baseline <br />information, have not changed, with respect to the sagebrush community <br />proposed to be disturbed in Phase A. Without sufficient baseline information <br />the permit could not issue unless Storm King commits to a historic records <br />approach and a methodology which is approved by the Division prior to permit <br />issuance. <br />Storm King has provided some information addressing the concerns of my <br />requirement number 6. <br />Storm King has specified dates for spring and fall seeding which are <br />sufficient to address item number one. <br />Storm King has not sufficiently addressed item number two (revise the proposed <br />seed mixes). I have provided a proposed seed mix for Storm King under <br />separate cover. <br />With regard to item number three, Storm King has agreed to increase the <br />minimum mulching rate to 3,5000 pounds per acre. <br />Item number four has required Storm King to commit to having all pest and <br />disease control measures approved by the Division in writing prior to <br />initiation.
