The remaining 9.73 acres or 88~ of the subirrigated <br />region lie east of the pond 4 dam downstream of the area <br />of proposed physical disturbance as illustrated on <br />Figure 3. <br />The only region within the area mapped as subirrigated on <br />Figure 3 that has the geomorphic potential for agri- <br />cultural activities is east of sediment pond 4, north of <br />the stream channel and north of the M&T access road. This <br />region comprises a mere 4 acres. To the best of Wyoming <br />Fuel Company's knowledge, nowhere in North Park is a <br />geographically isolated tract of this size economic for <br />any kind of agricultural activity other than rangeland. <br />Regional irrigation practices on acreages of this size <br />within North Park are non-existent. <br />To summarize, Wyoming Fuel Company reemphasizes the six <br />conclusions stated in Section 2.06.8(3) on Pages 114-115. <br />In addition, based on the subsequent mapping and analysis <br />of the North Fork of Bolton Draw, the following conclusions <br />are presented in support of a negative AVF finding: <br />1) Although the unnamed alluvial soil (Unit 8) comprises <br />14.46 acres, only 5.40 acres generally within this <br />region is subirrigated. This area is minimal in size <br />and is geographically isolated from the downstream <br />areas of Main Bolton Draw that are mapped as Holocene <br />alluvium. <br />2) Of the 5.40 acres that are subirrigated, only 0.67 acre <br />or 12~ of the area will be physically disturbed by <br />overburden removal, topsoil stockpiles or sedimentation <br />pond 4. This is an insignificant impact on an isolated <br />minimal region. <br />3) Nowhere in North Park is it economic or practical to <br />flood irrigate an isolated tract of land less than 5 <br />acres in size. <br />Main Bolton Draw <br />As requested by the CMLR staff, Wyoming Fuel Company submit <br />the following additional documentation concerning the <br />alluvial valley floor identification in Main Bolton Draw: <br />Exhibit 2 from the April 14, 1981 application has been <br />revised to include the extent of the 55 acres of land <br />historically flood irrigated as discussed in Section 2.06.8 <br />(3) Page 110. This shaded area is labeled on the map as <br />"region of attempted past flood irrigation". <br />According to the diversion records of the Bolton Ditch (as <br />indicated on Page 14 of the Willard Owens Associates Report; <br />the last usage of the ditch was in July, 1976.
