November 18, 1996
Geotechnical Study Evaluation
Page 5
In the conclusion of this additional geotechnical study, Maxim Technologies states: "We do not believe
expansion of the reclaimed slope fill to be a concern for the longterm stability of the slopes." This
conclusion seems unsupported and the conclusion appears to contradict Maxim's earlier statements. The
conclusion will require specific justification. We suspect, that under saturated (swollen) conditions these
soils may exhibit altered material strength characteristics. Further, the altered strength of the swollen
soils may significantly change the stability of reclaimed fills constructed of these materials.
The concerns discussed above will require additional analysis. It would be beneficial for BRL to meet
with Jim Pendleton to discuss resolution of the pending issues. Please contact me if you would like me
to coordinate such a meeting. Thank you for your continued cooperation.
Sincerely
. ...
L
D A:"Berry .
Senior Environmental Protection Specialist
m~assuoa~n+,~n.one
