-3 <br />Mine Facilities - Rule 2.05.3(3 <br />On page 69 of the application, it is stated that all above ground <br />facilities will be dismantled and removed, with the exception of the <br />existing bridge. It is further stated that temporary diversions and <br />roads to be utilized by Atlantic Richfield Company will remain intact. <br />Rule 4. 03.1(1)(f) requires that all haul roads be removed and the land <br />affected reclaimed unless retention of the road is approved as part of <br />the postmining land use, and the landowner requests, in writing that the <br />road or parts of the road be left open. The applicant must specify <br />which, if any, sections of the haul road will be left open and explain <br />why the road and bridge will be necessary for the postmining land use. <br />In addition, the applicant must provide to the Division written requests <br />from ARCO and U.S. Steel regarding the retention of the bridye, portions <br />of the haul road, diversions, and culverts. A reclamation plan for <br />those roads that will not be maintained must be included in the application. <br />The plan should include regrading, ripping, topsoilzng, and reseeding. <br />Reclamation Cost Estimate - Rule 2.05.4(2)(b) <br />The reclamation cost estimates should be revised based on the required <br />revisions discussed in this adequacy letter. Alterations in the <br />reclamation plan which may involve substantial changes in the estimated <br />cost of reclamation include backfill and grading of the western portals, <br />revegetation of the area east of the 18" cmp and south of the river, and <br />final reclamation or removal of the waste pile. <br />Soil preparation costs should be broken down into ripping, disking and <br />topsoil haulage and distribution. Revegetation costs should include the <br />requested seed mix additions, costs for drill seeding, hydroseeding, <br />straw mulching, wood fiber mulching, mulch netting, and fertilization. <br />The topsoil haulage distance upon which the 59.00 per load cost is <br />based should be specified. <br />More detail should be provided as documentation for the estimated backfilling, <br />topsoiling, .soil preparation, and revegetation costs. For each separate <br />operation, for example - backfilling, final grading, ripping, drilling, <br />etc., a detailed worksheet should be provided, including relevant operating <br />assumptions such as: <br />A. Equipment type (make and model); <br />B. Location, job efficiency, and production adjustment factors; <br />C. Labor rate used; <br />D. References from which hourly equipment costs and production <br />figures were obtained (Caterpillar Handbook, Rental Rate Blue Book, <br />Means Cost Data, etc.). <br /> <br />
