Dept. of Natural Resources <br />Enclosed with this letter you will find two original executed copies of <br />the above referenced permit. Please have them countersigned, and one <br />copy returned to me for our records. <br />As you know from my letter of December 12, 1984, and our discussions of <br />January 25, 1985, both Dorchester and its prospective successors have <br />serious reservations concerning the propriety of paragraph C-4 on pages 4 <br />and 5 of the permit document. You should be aware that our present <br />intention is to sign the enclosed permit documents and then to challenge <br />the existence and terms of paragraph C-4 at a later Board meeting. In <br />addition, we intend to reconvene discussion with your staff and perhaps the <br />Board concerning the apparently inconsistent policy underlying Stipulation <br />No. 1. <br />I would like to take this opportunity to thank you and your staff for your <br />cooperation and assistance in completing the re-permitting process for the <br />Dorchester #1 Mine. In particular, we commend the fine efforts of Bob Liddle. <br />His knowledgeable and fair approach to settling the issues was an essential <br />ingredient to the resolution of the final permit document.
