The GS had three stipulations and NLR had seven stipulations. <br />The GS stipulations have beer. included as part c,f :he special stipulations. <br />MLR stipulations delegated authority to OS`". in order [o resolve certain <br />issues. These have been resolved and incorporated into [he T.A and cA. Copies <br />of these letters are included in the recommendation package. <br />The applicant's plan was reviewed under 30 CFR fart 211 and the uerformance <br />standards o: the permanent program on Federal lands. .At a minimcm the <br />application iaas found to be in compliance with 30 CFR Part 211 pro•:ided the <br />stipulations are agreed to by [he applicant.
