SHELTON, Dirocto~ <br />DATE: March 15, 1984 <br />T0: Jim Herron <br />FROM: Candy Thompson G ~ <br />RE: Completeness - Storm King Mines <br />2.04.7(2) Surface Water <br />The permit application minimally addresses the components needed to depict the <br />baseline surface hydrology for the permit area. <br />There are several mayor inadequacies that have been identified. <br />1. The baseline hydrologic monitoring of surface water site CR-2 does not <br />extend for one year. <br />2. Surface water site CR-2 has no corresponding flow measurements for <br />sampling events. If the applicant plans to use flow from U.S.G.S. station at <br />Grand Junction, this flow data should be submitted for the period covered by <br />sampling at site CR-2. This data should be presented in a readily usable form <br />such as hydrographs. <br />2.05.6(3) Protection of Hydrologic Balance <br />The description of methods proposed to protect the hydrologic balance is <br />sketchy but minimally complete. <br />The applicant has not adequately addressed the effect of subsidence on surface <br />water. At a minimum the applicant should address changes in stream gradients <br />and Increased inflows of surface water to the underground system. <br />2.06.8 Alluvial Valley Floors <br />The applicant has addressed the minimal requirements of this section. <br />The following areas are obviously inadequate: <br />1. The applicant does not address the "Specialty Coal Storage" area located <br />on the alluvial terrace of the Colorado River. A demonstration is needed that <br />this coal storage pile will not leach into the ground water.
