<br />Twenty-seventh.-Any person, owner, agent, manager or lessee operating a metalliferous mine or mill is

<br />against this act, and, when.not otherwise provided, shall be liable to the penalty prescribed is section 13 0[ this

<br />each and every provision not complied with, orboth, at the discretion o[ the court.
