(Page 2)
MINE ID # OR INSPECTION DATE: 8/30/06 INSPECTOR'S CMR
PROSPECTING ID #: INITIALS:
This inspection was in response to a new mine permit application submitted by the Kit Carson County. The
permit application is to establish a 9.9-acre sand and gravel surface mine approximately 10 miles north of the
town of Burlington. This pre-operational inspection was conducted pursuant to Section 3.2.7 of the Mineral
Rules and Regulations. Chris Rowe of the Division of Mining, Reclamation and Safety (Division) carried out the
inspection. Walt Isenbart was present from Kit Carson County.
The mine site is accessed from C.R. 47 down an approximately 500 foot long ranch road. The mine site is
located along the very ephemeral Bonny Creek. The site runs along the east side of an approximate 20 foot
high embankment. The site has been previously mined.
The previously mined area covers approximately 3 acres. The mine floor is approximately 15 to 20 feet deep
and heads away from the creek toward the south and east. Along the outer edge is a highwall and the access
road. There does not appear to have been any recent mining at the site. There has been some more recent
topsoil scraping along the eastern edge of the mine with an associated topsoil pile placed to the southeast of
the scraping. The northeast edge of pit runs to the edge of Bonny Creek. Along the rest of the pit there is a
narrow berm that separates the pit from Bonny Creek. It does not appear that any mining has occurred in the
Creek. The pit and surrounding area are mostly bare with some vegetation becoming established. Some
household debris was found in one of the oldest mined areas. A stockpile of rocks and cobbles is located
along the access road.
Heavily grazed grasses cover most of the non-mine disturbance areas. The creek bottom is mostly vegetated.
The site was not staked, but will been to be prior to commencement of any mining activities.
According to Mr. Isenbart there will not be any mining in or on the far side of Bonny Creek. The berm between
the pit and the creek will be reestablished where it is missing and that the berm will be maintained between the
creek and the pit during the life of the mine. Mining is expected to progress to the east and south of the
existing mining disturbance.
There did not appear to be any boundary staking at this site. The County needs to mark the proposed mine
boundaries prior to any mining activities.
Enforcement and Inspection Contact Address
NAME: Lyn Brownfield
OPERATOR: Kit Carson County
STREET: P.O. box 160
CITY/STATE/ZIP: Burlington, Colorado 80807
cc:
U.S. Army Corps of Engineers CO Hazardous Materials and Waste Division
U.S. Bureau of Land Management CO State Engineers Office
U.S. Forest Service CO Water Quality Control Division
CO Department of Transportation OTHER:
