Mr. Perdue agreed to the move the <br />marker to the east side. <br />The permit entrance sign required under rule 3.1.12 was not posted at the time of this inspection. Mr. Perdue stated <br />that the sign had been ordered from a professional sign maker, and would be ready shortly. The Division will <br />require that the sign be posted by July 6, 2001 (see problem PB-1 on page 4 of this report). <br />There are a variety of land disturbances on the greater 35 acre parcel owned by Randy Perdue that are outside the <br />9.78 acre permit area. Most of these are obviously not mining disturbances, such as the corral, house trailers, <br />vehicles, and utility buildings. Certain other items outside the permit area might be thought of as mining related, so <br />they are further described here. <br />There are a number of interior roads within the property, and there is a road that is routed to the adjacent property <br />to the north. These roads were inspected, and it was determined that the roads predated the quarry operation and <br />had not been significant{y upgraded to support the quarry, so they do not have to be part of the permit isee Rule <br />1.1(3)). There is a graded and leveled pad with associated roads located at the east end of the property. This area <br />was inspected and determined, based on the vegetation that has established, to predate the mining and quarrying <br />permit. The Operator was storing pallets of stone on this leveled pad at the time of the inspection. If this area is <br />going to be used for storage and staging of quarry product it must be in the permit area. Mr. Perdue stated that this <br />stone had already been sold, and that the purchaser had not yet picked it up. Mr. Perdue further stated that he <br />planned to erect a building at this location. The Division will require that the pallets be removed by July 6, 2001 <br />and that following July 6, 2001 all quarry product be stored within the permit area (see PB-2 on page 4 of this <br />report). This requirement does not apply to moss rock storage. A reasonable number of moss rock pallets can be <br />stored around the property outside the permit area. This is because a permit is typically not required for moss rock <br />collection that results in minimal ground disturbance. <br />In a few locations, particularly the southwest corner, some flagstones from the quarry were seen scattered outside <br />the permit boundaries. Also, the operation is right at the permit boundary along the east edge. The Division <br />emphasizes to the Operator that all quarry activities must stay within the boundaries to remain in compliance with <br />the permit. Based on the observations made during this inspection, the Division has determined that the quarry is <br />operating within the permit boundaries.
