III. Comments -Compliance <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />On December 4, 1991 a partial inspection was conducted at the Cyprus Orchard <br />Valley Atine. Present at the inspection was Kar] Koehler of Cyprus and Randy <br />Price and Steve Shuey of h1LRD. During the inspection the weather was clear and <br />cold. There was a good cover of snow on the ground that was not melting. The <br />mine had shut down for the day because of bad gas problems. <br />The mine has broken the seal on the east portals and workers in self contained <br />breathing apparatus have entered the mine. The mine will attempt to remove as <br />much of the underground equipment as possible. these portals have been sealed <br />since the mine fire in 1986. <br />Some workers were on the fan bench removing loose rock that were getting <br />ready to fall on the portal bench. The shop an warehouse bench was inspected. <br />The bench was almost filled with coal waiting to be fed through the crusher. The <br />crusher bench was inspected and no problems were noted. <br />The west portal area was inspected and no problems were noted. The cattle trail <br />has been completed on the hill side adjacent to the portals. A fence along the fill <br />bench will be placed prior to the cattle drive. The OVWM sediment pond was <br />about 3/4 full of water. <br />Karl Koehler said tktat the mine was having some problems in getting SEACAD to <br />run on their computer and that it would probably be next eat9y next year before <br />they could respond to l.he Division's adequacy concerns for TR-14. <br />The Stevens Gulch well field was inspected. No problems were noted at this mine. <br />
