III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the Inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Coal Ridge Mine conducted by Jim Burnell of CDMG, on <br />Thursday, May 18, 2006. The weather was partly cloudy, windy and mild. The permit azea was <br />deserted, although the neighboring rancher was working the field downhill from the site. <br />The permit sign was posted at the entrance road, although the gate was knocked down; the information <br />was correct. <br />The permanent road was in excellent condition. <br />Cover over the site was good, although there were patches of cheatgrass, especially the lower bench. There <br />was some Russian knapweed scattered azound the pond. The middle bench had excellent vegetation with <br />milkvetch and perennial grasses predominating with some sagebrush. On the upper bench, cicer <br />milkvetch dominated with an understory of perennial grasses and scattered sage. <br />There was a small amount of water in both pond cells. The pond embankments were stable. The ditch <br />was dry and cleaz of debris. <br />All three benches and the upper slopes were stable, including the reclaimed portal azea. There was no sign of <br />erosion. <br />Topsoil signs were present on the upper topsoil pile, but not the lower one, adjacent to the county road. <br />Records were checked in the Garfield County Courthouse.
