Elk Creek C-1981-022 <br />27 July 2006 <br />p9 2/2 <br />Hydrologic Balance (cont.: - Pond A is a small, incised pond at the entrance to the mine, <br />by the coal silos. The pond contained water approximately three feet below the discharge <br />pipe. The pond appeared to be stable and there were no problems noted with the pond. <br />-The roadside ditches along the East Yard haul road were all clean and appeared to be <br />stable at the time of the inspection. No erosional problems were noted. <br />Processing Waste: -All of the refuse and piles of dirt at the West Valley Fill has been <br />spread and compacted. The pile appeared to be well compacted and stable at the time of <br />the inspection. There was no water pooled on the surface of the pile. <br />-Tom Anderson indicated that OMLLC may begin to place a lift of refuse on the bottom of <br />the II-West Valley Fill this summer while conditions were still good. This would give the <br />operator a good working base if they needed to begin using the pile during the winter when <br />the ground is potentially wet and muddy. <br />- The reclaimed East Yard pile remains stable and well vegetated. No erosional problems <br />were noted on the pile at the time of the inspection. <br />Topsoil: -The Elk Creek topsoil pile was well vegetated and stable at the time of the <br />inspection. No erosional problems were noted. <br />-The topsoil by the Sanborn Creek fan was well vegetated and stable at the time of the <br />inspection. No erosional problems were noted. <br />- The topsoil on the reclaimed East Yard refuse pile remains stable, with no erosional <br />problems noted at the time of the inspection. <br />Support Facilities: -The Sanborn Creek fan site was stable at the time of the inspection. <br />No erosional problems were noted. <br />- The substation #3 pad was stable at the time of the inspection. No erosional problems <br />were noted. <br />- The framing and most of the siding is up on the office expansion approved with MR-78. <br />-The compressor building expansion approved with MR-78 has been framed and the <br />building's corrugated metal skin is up. All of the necessary equipment is in the building. Tom <br />Anderson indicated that the operator would be completing the work, including the electrical <br />and remaining equipment installation. <br />- Both the Sanborn Creek and Elk Creek Mine facilities areas were stable at the time of the <br />inspection. No erosional or other problems were noted at either site. <br />- The explosives magazine pad was stable at the time of the inspection. No problems were <br />noted on the pad. All four of the explosives magazines were locked at the time of the <br />inspection. <br />Air Resource Protection: -There were no problems with fugitive dust on any of the haul <br />roads or from the coal stockpile at the time of the inspection. <br />Overall, the Elk Creek and Sanborn Creek Mine site is in good condition. <br />
