III. COMMENTS -COMPLIANCE ~til ~ ~~l ~ C`b ~ ~~ry <br />Ps yr ~~~-~ ~ ~ <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Southfield Mine conducted by Jim Stark of CDMG. AI <br />Weaver of EFCI accompanied me. The mine is shut down and has been in temporary <br />cessation since 18 December, 2001. The weather was warm and sunny and the ground was <br />dry. <br />SIGNS and MARKERS: All of the necessary signs were up and in good condition (including mine <br />ID sign permit boundary signs and topsoil stockpile signs). <br />ROADS: The mine entrance road was well maintained and in good condition. The haul road <br />to the refuse pile was also well maintained and in good condition. The road from Pond 1 to <br />Pond 2 and through the bone-yard has some ruts but overall was in good condition. The road <br />to the South Fan was also well maintained and in good condition. <br />HYDROLOGIC BALANCE: <br />- Pond 1 contained water at the time of the inspection but the operator was pumping the <br />pond dry in anticipation of permanent cessation/reclamation. The water level was several <br />feet below the discharge pipe. The water being discharged looked clean and AI indicated <br />that he was sampling the discharge for laboratory analysis. The pond is well vegetated and in <br />good condition. <br />- Ponds 2 and 3 are lined ponds used for the wash plant. Pond 3 contained water about two <br />teet below the high water mark. AI indicated that they may drain this pond either into the <br />mine workings or Magpie Creek. Pond 2 has been drained and only a layer of thick mud <br />remains in the bottom. <br />- Pond 4 contained a small amount of water at the inlet. It is well vegetated and in good <br />condition. <br />- Pond 5 contained water at a level just below the discharge pipe. This pond was well <br />vegetated and in good condition. There was standing water at the outfall and AI indicated <br />that he had discharged the pond several days earlier. <br />- The ditches along the mine entrance road and the haul road to the refuse pile all appeared <br />well vegetated and in good condition. The 100-year ditch around the refuse pile has been <br />reestablished and is in good condition. <br />- Both ponds at the loadout were dry and in good condition. <br />PROCESSING WASTE: <br />-The final liff on the "old" portion of the pile appears to be complete. EFCI is doing work to tie <br />the new portion of the pile into the old portion. <br />-There did not appear to be any water pooling on the active areas of the refuse pile. <br />- About a 1-acre strip at the East Side of the active refuse pile has been covered. This area <br />has been reseeded and mulched. <br />
