Due to flooding of the Arkansas River two years
ago, the operator had difficulty draining the shallow ground water from the pit area. The operator installed
a 3000gpm pump that is regulated by a ground detection sensor and obtained a discharge permit from
CDOH&E. Present during the site inspection was Mr. Ed Kite of All Rite Paving and RED.MIX. Mr Kite
explained that due to the clay layer below the area to be mined, which in some case is about 4 feet from the
surtace, it was difficult to percolate the floodwater. It left most of the area to be mined still under water
after two years, necessitating the discharge permit. During the inspection, static water near or at the
surtace was noted in portions of the permit area. The operator had installed aclay-lined pond to pump the
water to Arkansas River and was discharging at the time of the inspection. IN order to create a cone of
depression to affect wells in the area, the rate of pumping has to exceed the rate of recharge. The water
being pumped from the clay-lined pond is discharged back to the river. During the original permit
application, the Division evaluated possible impacts to wells in the area from the operation. Even during dry
years, there were negligible fluctuations to the static water levels OF ALL THE WELLS in the area. Impacts
from de watering to wells in the area will be negligible from pumping operation. Permit sign was properly
posted.
I & E Contact Address
NAME: ED KITE
OPERATOR: _ ALL RITE PAVING AND REDI -MIX
STREET: P. O BOX 7128
C1TY/STATE/ZIP: I A 111NATA.
